Samudra Manthan में जब halahala विष निकला तो सब देवता भागे — शिव ने अकेले पिया। Devadhideva इसीलिए हैं क्योंकि crisis में सबसे आख़िरी सहारा वो हैं। Indian political system में President — 'first citizen' — लेकिन Constitution से ऊपर कोई नहीं; शिव वो living Constitution हैं जो सब देवताओं को govern करते हैं। Boss के boss को बोलते हैं 'skip-level manager' — शिव सबके skip-level manager हैं।
