The King of the Kekayas and the Rakshasa
Yudhishthira asks over whose wealth the king has authority. Bhishma repeats that the king owns the wealth of non-Brahmins and of Brahmins who stray into forbidden acts, and that a Brahmin turned thief is the king's own offence. He tells how the king of the Kekayas, seized in the forest by a Rakshasa, answered by listing the good order of his realm: learned, sacrificing Brahmins, brave Kshatriyas, honest Vaishyas, serving Shudras, the helpless provided for, and a learned priest. The Rakshasa, convinced, releases him and explains that fear comes where the castes and the king neglect dharma. Bhishma concludes that kings must protect the twice-born and restrain and provide for those who stray.
