Brahma Tells Indra Why the World of Cows Stands Above the Gods
Bhishma praises the gift of cows and tells the old dialogue of Brahma and Indra. Indra asks why the world of cows lies above the worlds of the gods. Brahma answers that cows are the limb of sacrifice, sustain all creatures with milk, ghee and grain, and that Surabhi, daughter of Daksha, won from him by her austerity a world above all three worlds. Hearing this, Indra honoured the cows; Bhishma ends by listing the rewards of devotion to them.

ṛte dadhighṛteneha na yajñaḥ sampravartate | tena yajñasya yajñatvamato mūlaṃ ca lakṣyate
Without curds and ghee no sacrifice goes forward. Through them a sacrifice is a sacrifice, and so they are seen to be its root.
