Shiva Teaches Uma the Dharma of Kings
Uma asks why a king, who is made like other men, deserves precedence, and how he wins the worlds beyond though he punishes men. Maheshvara explains that kingship is the fruit of great austerity and was instituted by Brahma through Manu, and teaches the king self-discipline, mastery of the senses, the choice of ministers, the care of the treasury, counsel, the training of an heir, and policy towards neighbours. He ends by contrasting the kingdom that follows justice, which brings heaven, with the one that follows mere fortune, which leads to ruin and hell.
