The Duty of Giving and of Protecting the Realm

Yudhishthira asks which of gifts, sacrifices and rites bears the greatest fruit and to whom gifts should be made. Bhishma says a Kshatriya's work is harsh and giving purifies him; he should support deserving brahmanas, share his wealth with them, and never wring sacrificial wealth from his subjects. A king who lets the learned starve, or fails to protect his people, brings ruin on himself and his realm, and bears a fourth of the sin and the merit of his subjects.

Verse 1 (13.96.1)

dānaṃ yajñaḥ kriyā ceha kiṃsvitpretya mahāphalam | kasya jyāyaḥ phalaṃ proktaṃ kīdṛśebhyaḥ kathaṃ kadā

Giving, sacrificing and performing rites: which of these brings the great reward after death? Whose fruit is declared the greater, and to what kind of recipients, in what manner and at what time should the gift be made?

Verse 2 (13.96.2)

etadicchāmi vijñātuṃ yāthātathyena bhārata | vidvañjijñāsamānāya dānadharmānpracakṣva me

I wish to know this exactly as it is, O Bharata. I am eager to learn, O learned one; explain to me the duties of giving.

Note on the text: Corrected याथातथ्येनि → याथातथ्येन (misprint in Wikisource; the instrumental याथातथ्येन is required; CE yāthātathyena).

Verse 3 (13.96.3)

antarvedyāṃ ca yaddattaṃ śraddhayā cānṛśaṃsyataḥ | kiṃsvinnaiḥśreyasaṃ tāta tanme brūhi pitāmaha

What is given inside the sacrificial enclosure, with faith and without cruelty: is that the highest good? Tell me this, dear grandfather.

Verse 4 (13.96.4)

raudraṃ karma kṣatriyasya satataṃ tāta vartate | nāsya vaitānikaphalaṃ vinā dānaṃ supāvanam

The work of a Kshatriya is always harsh, my child. For him there is no gift so purifying apart from the fruit of the Vedic rites.

Note on the text: Matches CE 13.60.4 only loosely (Wikisource नास्य वैतानिकफलं विना दानं सुपावनम् against CE tasya vaitānikaṃ karma dānaṃ caiveha pāvanam, line 2); recension variant, kept.

Verse 5 (13.96.5)

na tu pāpakṛtāṃ rājñāṃ yājakā dvijasattamāḥ | dhane satyapradātṝṇāṃ pratigṛhṇanti sādhavaḥ

The priests, the best of the twice-born, do not accept gifts from kings who have done wrong; the good accept only from the wealth of those who give in truth.

Note on the text: Both lines are CE 13.60.5a with its star lines 13,060.005a*0335_01-02 (याजका द्विजसत्तमाः / धने सत्यप्रदातॄणाम्), worked into a couplet differently by Wikisource.

Verse 6 (13.96.6)

pratigṛhṇanti na tu cedyadroṣādāptadakṣiṇaiḥ | etasmātkāraṇādyajñairyajedrājā''ptadakṣiṇaiḥ

But if, out of displeasure, they refuse to accept, then for that reason let the king offer sacrifices with the fees fully paid.

Note on the text: Line 2 (एतस्मात्कारणाद्यज्ञैर्यजेद्राजाऽऽप्तदक्षिणैः) is CE 13.60.5c; line 1 (प्रतिगृह्णन्ति न तु चेद्यद्रोषादाप्तदक्षिणैः) is not in the critical edition (vulgate only). The wording of line 1 is obscure; kept as printed.

Verse 7 (13.96.7)

atha cetpratigṛhṇīyurdadyādaharaharnṛpaḥ | śraddhāmāsthāya paramāṃ pāvanaṃ hyetaduttamam

And if they do accept, let the king give day after day, resting on supreme faith; for this is the best of purifiers.

Note on the text: Corrected ह्येतुदुत्तमम् → ह्येतदुत्तमम् (misprint in Wikisource; the pronoun एतद् is required; CE etad uttamam).

Verse 8 (13.96.8)

brāhmaṇāṃstarpayandravyaiḥ sa vai yajño'nupadravaḥ | maitrānsādhūnvedavidaḥ śīlavṛttataporjitān

To satisfy brahmanas with wealth is a sacrifice free of any hindrance: to satisfy the friendly, the good, the knowers of the Veda, those rich in virtue, conduct and austerity.

Note on the text: Matches CE 13.60.7 with a recension variant in line 1 (Wikisource स वै यज्ञोऽनुपद्रवः against CE tato yajñe yatavrataḥ); kept.

Verse 9 (13.96.9)

If they will not accept this from you, the merit will not be yours. So accomplish sacrifices for the good, with sweet food and with generous fees.

Note on the text: Matches CE 13.60.8 with a recension variant in line 1 (Wikisource यत्ते ते न करिष्यन्ति कृतं ते न भविष्यति against CE yat te tena kariṣyanti kṛtaṃ tena bhaviṣyati); kept.

Verse 10 (13.96.10)

iṣṭaṃ dattaṃ ca manyethā ātmānaṃ dānakarmaṇā | pūjayethā yāyajūkāṃstavāpyaṃśo bhavedyathā

By your act of giving, count yourself as one who has sacrificed and given. Honour those who perform sacrifices, so that you too may have a share in them.

Verse 11 (13.96.11)

vidvadbhyaḥ sampradānena tatrāpyaṃśo'sya pūjayā | yajvabhyaścātha vidvadbhyo dattvā lokaṃ pradāpayet | pradadyājjñānadātṝṇāṃ jñānadānāṃśabhāgbhavet

By giving to the learned and honouring them, he too has a share in their merit. Having given to sacrificers and to the learned, he secures a world for himself. Let him give to those who impart knowledge, and he becomes a sharer in the gift of knowledge.

Note on the text: Stray wiki quote marks (backtick/apostrophe) removed. Corrected ज्ञानदानांशभाग्यभवेत् → ज्ञानदानांशभाग्भवेत् (misprint in Wikisource; the spurious य makes no word; भाग् भवेत् is required, CE jñānadānāṃśabhāg bhavet). A three-line verse. It is the CE star passage 13,060.009d*0336_01-03 (printed after 13.60.9), not in the constituted text.

Verse 12 (13.96.12)

prajāvato bharethāśca brāhmaṇānbahubhāriṇaḥ | prajāvāṃstena bhavati yathā janayitā tathā

Maintain also brahmanas who have children and many dependents; through that you become one blessed with offspring, as though you were their begetter.

Verse 13 (13.96.13)

yāvataḥ sādhudharmānvai santaḥ saṃvardhayantyuta | sarvasvaiścāpi bhartavyā narā ye bahukāriṇaḥ

The good who foster the duties of the righteous, to whatever extent, and those men who do much good for others, are to be supported even with all one's possessions.

Note on the text: Matches CE 13.60.11 with a recension variant in line 1; kept.

Verse 14 (13.96.14)

samṛddhaḥ samprayaccha tvaṃ brāhmaṇebhyo yudhiṣṭhira | dhenūranaḍuho'nnāni cchatraṃ vāsāṃsyupānahau

Being prosperous, give to brahmanas, Yudhishthira: cows, oxen, food, an umbrella, clothes and sandals.

Note on the text: Corrected ब्राह्म्णेभ्यो → ब्राह्मणेभ्यो (misprint in Wikisource; the conjunct म्ण is broken; CE brāhmaṇebhyaḥ).

Verse 15 (13.96.15)

ājyāni yajamānebhyastathā'nnāni ca bhārata | aśvavanti ca yānāni veśmāni śayanāni ca

Give ghee to those who sacrifice, and food as well, O Bharata; carriages with horses, houses and beds.

Verse 16 (13.96.16)

ete deyāḥ puṣṭimadbhirlaghūpāyāśca bhārata | ajugupsāṃśca vijñāya brāhmaṇānvṛttikarśitān

These are to be given by the prosperous, and even by those of slight means, O Bharata, once they recognise brahmanas as blameless and worn down by want of livelihood.

Verse 17 (13.96.17)

upacchannaṃ prakāśaṃ vā vṛttyā tānpratipālaya | rājasūyāśvamedhābhyāṃ śreyastatkṣatriyānprati

Support them with a livelihood, whether in secret or openly. For Kshatriyas this is better than the Rajasuya and Ashvamedha sacrifices.

Verse 18 (13.96.18)

evaṃ pāpairvinirmuktastvaṃ pūtaḥ svargamāpsyasi | sañcayitvā punaḥ kośaṃ yadrāṣṭraṃ pālayiṣyasi

Thus freed from sins and made pure, you will reach heaven, by building up the treasury again, since you will be protecting the kingdom.

Note on the text: Matches CE 13.60.16 with a recension variant in line 2 (Wikisource सञ्चयित्वा against CE sraṃsayitvā); kept.

Verse 19 (13.96.19)

tena tvaṃ brahmabhūyatvamavāpsyasi dhanāni ca | ātmanaśca pareṣāṃ ca vṛttiṃ saṃrakṣa bhārata

By that you will attain union with Brahman, and wealth as well. Safeguard the livelihood of your own people and of others, O Bharata.

Verse 20 (13.96.20)

putravaccāpi bhṛtyānsvānprajāśca paripālaya | yogaḥ kṣemaśca te nityaṃ brāhmaṇeṣvastu bhārata

Cherish your servants and your subjects like sons. May the securing and keeping of what they need be always your care towards the brahmanas, O Bharata.

Note on the text: A square bracket printed in the base text (marking the edges of an interpolated passage) removed. The opening square bracket before line 2 marks the start of the passage that the critical edition prints only as star lines 13,060.018d*0337_01-27 (verses 21-33 below).

Verse 21 (13.96.21)

tadarthaṃ jīvitaṃ te'stu mā tebhyo'pratipālanam | anartho brāhmaṇasyaiṣa yadvittanicayo mahān

Let your life be for that end; let there be no neglect of them. A great hoard of wealth is a misfortune for a brahmana.

Note on the text: Not in the critical edition's constituted text: star lines 13,060.018d*0337_01-02 (printed after 13.60.18, within the passage Wikisource brackets as interpolated).

Verse 22 (13.96.22)

For constant living with prosperity makes a man proud and bewilders him. When brahmanas are bewildered, dharma surely perishes, and when dharma perishes, beings cease to be, without doubt.

Note on the text: Corrected क्षिया → श्रिया (misprint in Wikisource; क्षिया is no word; CE śriyā). Corrected विप्रणशेद्धुवम् → विप्रणशेद्ध्रुवम् (misprint in Wikisource; dropped र in ध्रुवम्; CE dhruvam). Not in the critical edition's constituted text: star lines 13,060.018d*0337_03-05.

vṛddhabāladhanaṃ rakṣyamandhasya kṛpaṇasya ca | na khātapūrvaṃ kurvīta na rudantīdhanaṃ haret
