Etymology · व्युत्पत्ति
'Mahā' means great or supreme and 'Deva' means god or luminous being. He is the God of gods, the supreme light that outshines all others.
Meaning
The Greatest God. This name is not about a hierarchy of power, but a depth of being. Mahadeva is the one who contains all other divinities within himself. He is the sky that contains the clouds of all other forms. To call him Mahadeva is to recognize that any concept of God we have is just a fraction of his true nature. He is the source from which all 'devas' emerge and into which they return. He is the ultimate container of the cosmic play.
Story · From tradition
After the Lingodbhava event, both Brahma and Vishnu bowed to the infinite light and addressed Shiva as Mahadeva for the first time. They realized that while they govern creation and preservation, Shiva is the essence that makes those acts possible. In the Shiva Purana, it is explained that he is called Mahadeva because he is the father, teacher, and ultimate refuge for all beings, including the gods.
